Please note the Information Commissioners Office (ICO) has instructed all Planning Authorities to remove certain personal information from their websites. This involves searching through and redacting (editing electronically) many thousands of pieces of correspondence. Until this has been done, Scottish Borders Council has no option but to remove information from our website. It is our intention to start work immediately on ‘live’ planning applications in order that people may continue to gain access to the fullest range of information when viewing current proposals. We apologise for any inconvenience this may cause.
This does not prevent you from making an online application or representation and we would urge that you still do this. From Monday 23 June all personal details will be removed from new online submissions.
Details of Building Warrants
Details of Building Warrants and Relaxation Applications going back to 1990 can be viewed. At this time it is not possible to view any related documents. This can only be done by visiting the nearest Council Planning and Building Standards office.
Please note that the viewing of Building Standards documentation is restricted to the owner of the property, tenant of the property or prospective tenant of the property. Anyone else who requests to view or obtain copies of any documents must first get written permission from the current owner.
Weekly lists of Building Warrants and Relaxation Applications validated or decided can also be viewed. Again, this can be done by selecting the required week from a list with a search facility provided for anything over eight weeks old.
Details of Planning Applications
You can view details of all Planning Applications submitted, and decisions made, going back to 1990. In addition, you can view most documents relating to new applications submitted since 1 December 2005. Specifically, this means from application number 05/02220 onwards. Please note that you need to use Internet Explorer 5.5 and above to be able to view documents
There are a number of ways you can search for a Planning Application:
- By using the Application Search facility you can either enter the reference number directly or run a search based on a date range. Further options are available for refining your search.
- If you know all or part of the address, use the Property Search option. From the list of properties returned, select the one you are interested in and follow through to the related information section.
- There is also a graphical method. The View Map option will allow you to zoom in to a specified area until you are able to see the property of interest. The tools provided enable you to select a property and view all its details.

Committee Reports, Minutes and Agendas
There are occasions when Planning Applications have to be referred to committee for a decision. Reports and minutes of Committee Meetings can be viewed on the relevant web pages as can the agendas of forthcoming meetings.
Submitting Comments Online
It is also possible to submit comments online if an application is still under consideration. If you have entered an email address with your comments you will receive an e-mail confirmation. Please note that all comments submitted are available for anyone to see through our Public Access system. Comments submitted online must include a name and address.
When submitting comments we would encourage you to make it clear whether you object, support or just wish to make a general comment regarding an application.
Weekly Lists
A list of Planning Applications either received or validated in any particular week can be viewed by using the Application Weekly List facility in our Public Access system. The last eight weeks are available and it is possible to retrieve lists from further back by using the Application Search facility.
Making a Planning Application Online
A facility is available to apply online for various types of planning permission using electronic forms. If the fee has been determined you can also pay online. Before applying or paying online we strongly advise you to read our guidance note explaining how to make the whole process go smoothly. This will help to prevent unnecessary delays in processing your application.
A list of current fees can be downloaded to assist you in determining how much you can expect to pay. It can sometimes be complicated to work out certain fees and we would encourage you to contact us in these situations.

Appeals
You can use the Appeals Search facility in our Public Access system to view appeals against decisions made by the Council lodged with the Directorate for Planning and Environmental Appeals (formerly the Scottish Executive Inquiry Reporters Unit). Our records go back to 1990. In addition, you can also view monthly Committee Reports containing summary information on appeals.
